Teenagers who go astray must be nurtured, not merely punished,Jakarta (ANTARA) - Indonesia’s Coordinating Minister for Law, Human Rights, Immigration, and Corrections, Yusril Ihza Mahendra, has reaffirmed the state’s commitment to protecting women and the younger generation from moral degradation and digital exploitation in the modern era.
Speaking at the Tanwir II Nasyiatul Aisyiyah event in Serang, Banten, on Thursday (Sept. 4), Yusril emphasized that the younger generation is a national asset that must be safeguarded through proper regulations and guidance, particularly as children and adolescents are vulnerable to the rapid flow of information and lifestyle trends.
“The state has an obligation to provide legal protection so that they do not fall victim to exploitation or moral deviation,” Yusril said, as confirmed in Jakarta on Monday.
He voiced concern over the rising number of cases involving sexual violence, promiscuity, and teenage pregnancy, which disproportionately affect young women.
Yusril stressed that the law must prioritize the protection of victims, especially women and children. He pointed out that the Indonesian Constitution clearly mandates that individual freedoms be limited by moral values, religious norms, and public order.
“These principles serve as the foundation for ensuring that women and the younger generation grow up in a healthy and dignified environment,” he added.

Yusril noted that several legal instruments already exist to address these issues, including the Criminal Code (KUHP), the Pornography Law, and the Child Protection Law. However, he believes regulatory reinforcement is still necessary to ensure more comprehensive legal protection, particularly for women and children.
“We’re not just talking about law enforcement, but also prevention and rehabilitation. Teenagers who go astray must be nurtured, not merely punished,” he said.
He also called on families, schools, and communities to play a more active role, stressing that parents and educators are the first line of defense.
Yusril emphasized that religious and moral education from an early age is the best form of prevention, likening it to a “vaccine” against deviant behavior.
A healthy social environment, he said, helps children grow with strong character and confidence.
The minister concluded by stating that legal protection is not only the state’s duty but also a collective responsibility of the entire nation.
“This is ultimately about safeguarding the future of our children and grandchildren. The younger generation—especially young women—must be protected and empowered to grow into noble, intelligent, and resilient individuals ready to lead Indonesia toward a brighter future,” he said.
