"Regarding the decision of the National Police Code of Ethics Commission (KKEP) hearing held last week, Commissioner Kosmas has filed an appeal," the head of the National Police's Public Information Bureau, Brigadier General Trunoyudo Wisnu Andiko, said on Wednesday.
On September 3, Kosmas was dismissed for his involvement in the case, along with the imposition of an ethical sanction due to his behavior being deemed disgraceful.
In addition, he was given an administrative sanction in the form of special placement (patsus) for six days, from August 29 to September 3, in the Patsus room of the Provost Bureau, Propam Division, National Police.
The KKEP hearing stated that Kosmas, as the Commander of Battalion A, Regiment IV of the Mobile Brigade Corps, acted unprofessionally in handling the demonstration on August 28, 2025, resulting in fatality.
In the incident, Kosmas was sitting next to the driver of the armored vehicle, Bripka Rohmad. Five Brimob personnel were also passengers in the back seat.
Kosmas admitted that he only learned of Affan's death when a video of the incident went viral on social media.
In his defense, he said that he was carrying out his duties and responsibilities as ordered by his institution and commander, namely to maintain security and public order.
He claimed he had no intention of taking Affan Kurniawan's life.
"This incident was not intentional. For God's sake, there was no intention to harm anyone, but the opposite. However, the incident occurred," he pleaded.
Kosmas also apologized to Affan Kurniawan's family and the rank of the National Police for this incident.
In the last week of August, national protests took place in several major cities in Indonesia, some of which ended in riots.
The unrest was triggered by the death of Affan Kurniawan, who was run over by a Brimob tactical vehicle on August 28 in Pejompongan, Central Jakarta.
