“Yes, it must be completed before October, as that is the deadline set by MK,” Deputy Chair of Commission IX Nihayatul Wafiroh said in Jakarta on Friday.
In addition, she stated that the bill is targeted for completion within 2026 to support President Prabowo Subianto’s commitment to labor groups made on May 1, 2026, during the International Workers' Day commemoration.
She noted that during the DPR session from May 12 to July 21, 2026, Commission IX has scheduled a series of meetings to deliberate on the bill.
“We will be calling representatives from Apindo (the Indonesian Employers Association), as Apindo represents various specific sectors, and each business sector certainly has different aspirations,” she remarked.
She also mentioned that her commission will summon representatives from labor associations, as well as academics.
“We have only consulted two academics so far. Therefore, we will be inviting more experts for their input,” she said.
The push to finalize the Manpower Bill follows a landmark 2024 ruling by MK, which ordered the DPR and the government to create a standalone manpower law, separate from the Job Creation Law.
The Court mandated that the new law be established within two years to address overlapping regulations and ensure legal certainty for both workers and employers.
During the International Workers' Day commemoration, President Prabowo stated that he has directed the Minister of Manpower and the Minister of Law to immediately coordinate with the DPR to finalize the Manpower Bill.
He emphasized that the substance of the bill must prioritize the interests of Indonesian workers.
