The regulation mandates that the most esteemed or highest-ranking official must arrive last and depart first at events.
"This provision often leads to delays in event commencement as attendees must await the arrival of the designated official," Pribadi stated in an interview with ANTARA, Wednesday.
This requirement, outlined in PP Number 56 of 2019, which amends PP Number 39 of 2018 concerning the Implementation of Law Number 9 of 2010 on Protocol, contradicts the principles of efficiency and productivity, particularly in the context of public services, he noted.
"As leaders, state officials should exemplify time discipline. Arriving last does not reflect values of discipline and responsibility," Pribadi emphasized.
He stated that this rigid protocol can hinder the smooth execution of government agendas that necessitate timely coordination.
"Therefore, the revision should prioritize flexibility and time management based on event requirements rather than strictly adhering to protocol," he emphasized.

This call for reform gained traction following a recent social media incident involving a viral video of traffic patrols and escorts for a black car with RI 36 license plates.
The footage, which depicted an escort officer impatiently signaling a taxi, sparked widespread criticism online. Netizens expressed disapproval of the escort officer's perceived arrogance and disregard for other road users.
In response, the Traffic Directorate of Polda Metro Jaya issued a stern warning to the officer involved.
Presidential Special Envoy for the Young Generation and Arts Workers, Raffi Ahmad, clarified that the black car with RI 36 license plates belonged to him but that he was not in the vehicle at the time of the incident.
The car was en route to pick him up for his next meeting after transporting important files.
